Call To Order---Chuck McDowell, Chairman
Pledge Of Allegiance---Representative Jim Dunnigan
Roll Call Of Members---Seven in attendance, two open council seats.
Minutes---In executive meeting the executive and public minutes were approved as written and corrected for 7/17/2007.
Consent Calendar---Chuck stated all actions done in executive meeting were accepted.
Sheriff Report---Deputy Bennett introduced Deputy Richard Wilson who will take over for Deputy Miranda. Deputy Miranda has moved to the neighborhood narcotics team. Deputy Bennett thanked everyone for the great events that just took place. They have served some productive search warrants. Deputy Wilson introduced and told a little about himself as well as the new captain, Cpt. Sampson. Nancy White gave out reporting slips for graffiti along with waiver forms. Stacey Adams reported they are making changes in the graffiti program.
ACCT---Kathy reported that at the ACCT meeting they spoke about safe housing regarding lead paint clean up, ordinance changes, UDOT east west side study, and that council budgets are due 9-4-07 with financials due 12-31-07.
Rep. Jim Dunnigan---Stated there would be a special session of the legislature called to discuss the school district split issue. He confirmed he has received the KCC resolution letter.
Westside Representative---Greg Schulz reported on the school district issue and reported on the Unified Sheriff letter he has drafted. Asked for council review and then get back to him. Has also drafted, at the KCC chair request, a letter to Mayor Nordfelt of West Valley regarding Jargon Circle. Asked council to review and get back to him. Introduce New Reporter Valley Journal---Chuck introduced Erin McShay as the new reporter to the Journal for the Kearns area.
Stacey Adams---Reported that the county is doing a renovation project in the Western Hills district with more areas in Kearns to follow next year. Paula asked what was it that determined they would start in the Western Hills district. Stacey said they did a drive around Kearns and determined that this area has the most problems and is a blighted area. Paula asked why Kearns was receiving so much attention suddenly. Stacey replied, “I love Kearns”.
New Business---Chuck announced that there are two open seats available on the council. The Western Hills District and one At Large seat. Chuck stated the process for possible applicants to go through. ***Motion by Charles to set date deadline to receive letters of intent for open seats to be no more than 30 days from today. 2nd by Debby. Discussion from council was to set a deadline date. Amendment by Al to set letter of intent deadline for open seats during new business. ***Motion by Charles to set deadline date as midnight on 9-4-07 with interviews on 9-18-07 and seat new members on 10-2-07. 2nd by Debby. Chuck called for vote on amendment. 5 yes, 1 no. Motion on amendment passed. Chuck then called for vote on setting deadline date for letters of intent. 6 votes yes, 0 votes no. Motion passed. Chuck stated that secretary, Paula, would handle the letter of intents and schedule interview times.
Committee Reports---Planning & Zoning---Kevin reported on a home day care request located at 4500 West 4895 South, Kearns. File#23803. Request is for 7-12 children, single family home. No one from request available. Council decided to vote on 9-4-07 on this issue. Kevin reported that the Kearns Recreation Center, 5670 South 4800 West, Kearns, will be doing re-modeling at their facility. Changing driveway, playground area, etc.. File # 23840. Also reported that the building at 4095 West Sams Blvd, Kearns wants to expand its Bingo hall to serve food as take out and to sell items as a retail center. File # 23722. Kathy brought up her concern that this business does not clean up the graffiti that occurs on their building and yet they want to expand their business. They need to clean up this graffiti. Jargon Circle---This circle is in the Baccus district at the very West end of Kearns. West Valley City is building homes on the opposite side of the circle and could, in the future, put in a through street through the circle. Resident Debbie Nelson states there is a total of nine homes in that circle and they are all concerned with the traffic that would go through this area. Children play in the circle. The residents were told by WVC they would put in cement blocks for the time being, but will remove them at their will. The residents want the blocks on the county side so WVC can’t remove at their will. Her husband, Jerry, stated that while WVC is building these homes, it might be possible for large trucks to come through and use this road. Jargon Circle is not wide enough to do so. 5400 South can handle them, but not Jargon. Edelso Diaz stated that they have a petition signed and presented it to WVC on this issue. WVC zoning just said they would take it under advisement and put if off for further discussion. He also stated the residents on Jargon Circle have never received any information about this road possibility. Community Involvement---Tabled to 9-4-07.
Economic Development---Charles stated that Mayor Corroon was out to Kearns last Friday and toured the warehouse area. Noticed the bad roads, large trucks passing through into the neighborhoods to get to the warehouse area, and the general condition of the area. The Mayor stated he would be willing to help in anyway he can to improve this area right away. Charles stated that in 2008—09 the county may pave the roads in the warehouse area to help draw more new business and help cut off trucks using neighborhood roads. Charles presented ideas of what the Pipe and Tube property could be used for. Charles repeated this is not definite, just conceptual ideas. Nothing is in writing or definite yet. These are just ideas. Dave Anderson of Pipe and Tube was in attendance and stated they are holding off on any offers to purchase property in hopes the rezoning for mixed use will go through quickly, but can’t wait forever. He would also like to see this area developed into something nice. Charles also stated that the railroad that runs through Pipe and Tube could be used for a UDOT transit hub. Public Works---Brandon Weston and Dave Smith from UDOT presented a very preliminary presentation of the East West Corridor study. They stated they plan to have more information in March of 08.
