Minutes--- Motion by Council members Larrabee/Helsten for Exec. Minutes 03/16/2010
approval as submitted. Passed with no objections. Motion by Council members
Larrabee/Markus for Workshop Minutes 03/27/2010 approval as submitted. Passed
with no objections. Public Minutes 04/06/2010 were tabled to next meeting.
Correspondence Folder -- **FREE**Landfill Vouchers (green & bulk material) for
01-31 May. Kearns residents contact their council members for the **FREE**
Landfill Vouchers.
Reports---
Senator Karen Mayne
a) 5600 W. – State partner w/UDOT in seeking grant for 5400 S. to 4100 S. for ‘Rapid Bus’
construction and beautification.
b) 5400 S. & 5600 W. north side 6’ high cement wall construction for vinyl fence replacement.
c) Habitat for Humanity seeking property at burned out church area to build a few homes.
d) Signed bill to have a ‘check off’ spot on the 2010 tax form for the destruction of ‘Meth
Homes’.
e) Code Enforcement follow-up in both State & County.
f) Health Insurance bill concerning Pre authorization hard copy and email to patient.
g) NSA site construction -- State seeking ‘Utahan’s First’.
Westside Rep. Greg Schulz
a) N – N (Neighborhood-to-Neighborhood) work is rescheduled for 22 May, with the gather
spot to be at the South Kearns Elementary School.
b) Western Coalition –‘Free” public broadcast, SLCc TV use to advertise KCC projects:
T of K, Hometown Days, etc…
c) Construction on 4700 and 6200 South ‘continuous flow intersections’ in process---Traffic
will increase on 5400 S. due to it.
Committee Reports ---
1- KCPA—Councilmember Kent Markus - clean-up scheduled for May 22 meeting at the High School.
2- Treasury Report– Councilmember Taylor
a) Review of 1st quarter meeting with bookkeeper April 7th, received letter from booker being
submitted.
b) 1st quarter financials to be posted to webpage.
c) Submitted and received receipt’s for the Easter Egg Hunt.
d) Submitted invoice $150.00 for March’s web master Jill.
3- ACCT Report – Greg Schulz—Green power (Sunrise Eng.), (isolation) Wilderness Bill—Mathenson (Big Cottonwood Canyon).
4- Councilmember Peterson—American Legion dedication on 30 May for Memorial monument.
Painting of ‘Cannon’ at monument on May 8th.
5- KCC Youth Council—fund raiser—9-9 on Saturday, May 1st at the Olympic Oval. Selling
Family portraits—10x13 mounted & airbrushed for $12.95 on one (1). Portraits done by
Intermountain Photo—checks accepted.
6- Parks & Recs.—Councilmember Taylor—Questions still on Skate Park.
Unfinished Business:
1- Discuss/vote on By-law change submitted by Councilmember Peterson. It reads as follows:
I move that the following wording be inserted as; Article 4.5 Financial Disclosure – All
candidates running for Kearns Community Council, shall be required to report **
expenditures and contributions made, to bring about their election. The report must be
submitted to KCC within thirty (30) days of contribution. A motion (Council members
Markus/ Peterson) to amend the amendment with the following-- insert --aggregate
campaign contributions exceeding $250.00 total, and deleting expenditures and . (5) yes, (1)
no – passed. The amended By-law amendment will be voted on May’s workshop.
2- Vote on Funds Request – Carpet Baggers Reunion. Funds were denied due to proper guidance from County practices. Instead the Council will draft a ‘letter of support’, and give guidance.
3- Discuss new Daycare—Patrick Marino was not present for questions. Tabled to workshop.
New Business:
1. Ratify email vote -- Helium Tank cost $57.16 receipt submitted. Motion (Council members
Peterson/Markus) to accept email votes (5) yes, (1) abst. – passed.
2- Ratify email vote – Bike Licenses cost $11.00 receipt submitted. Motion (Council members
Markus/Brennan) to accept email votes (7) yes –passed.
3- Motion (Council members Markus/Peterson) To pay for the bike licenses at the UFA/UPD
Bike Rodeo on May 11th, not to exceed $200.00. (5) yes, (1) abst. – passed.
4- Funds Request -- Motion (Council members Peterson/Markus) cost of $600.00, for L & L company to build solid permanent supports to raise the veterans monument cannon wheels (Normal time restraints were suspended due to the safety of the public). (7) yes -- passed.
Repairs to wheels/axels set for future discussion.
5- Funds Request – Motion (Council members Larrabee/Markus) cost of $300.00, for purchase of balloons for Taste-of Kearns event, from Mt. West Graphics. Balloons will also be used at the Hometown Days. (6) yes, (1) abst.—passed.
6- Receipt submitted for the purchase of US flags two (2) - (6x10)from Colonial Flags -- $245.00
7- Float Ideas/Theme and Maintenance – Tabled to public.
8- Discussion on purchase of canopies. Tabled to public.
9- Announcement by UFA that on May 22nd in Magna the UFA is holding a Fire School all day.
10- Suggestion Box – No items in box at this time.
