Roll Call Of Members --- Six (6) members in attendance as listed above.

 

Minutes --- Both the 03-16-10 & 03-27-10 Tabled to Exec meeting.

 

Citizen Input ---

a)     Caroline Miena of Kearns -- Talked about concerns on crime and the convict

victims, witnesses and the families/relatives of the interned.

b)    Mike Frandsen at 5692 Lodestone, was selected as a member of the Planning

Commission, expressed his appreciation and said he will work hard for the community.

c)     The new Miss Kearns Royalty introduced themselves to the public: Queen-

Ashley Zdunich, 1st attendant-Rylee Ruiz, 2nd Attendant- Stephanie Seewer.   Congratulations to them all and to have a great year.

Public Reports ---

   1)   Mayors Report – Megan Hillyard (at training)

   2)   Westside Rep. -- Greg Schulz

a)      The Mayors meeting with communities Chairs was a success of good flow of information and our chair Paula Larsen attended.

b)     UDOT starting construction on the continuous flow intersections of 4700 S. & 6200 S.

c)      Westside township meeting is Tuesday the 13th April at 6 pm at the County.

d)     N-to-N (Neighborhood-to-Neighborhood) clean-up is scheduled for the 22nd May.

e)      Until the parks construction is completed, the responsibility of keeping them free of tagging is the contractors.

f)       2011 meeting for scheduling county & communities priorities is the 15th of May at 9 -12 am, at the county North building

        Councilmember Henderson arrives at 6:54  

   3)   UPD --- (United Police Dept) Captain Faccett

       a)     Introduced the new uniforms to the public.

 b)     April 17th is the date for the Open House.

 c)     May 15th is the UPD Clean-up day.  They are looking for several houses (Kearns proper) where the owners/occupants are unable (handicap or elderly) to clean the exteriors.

   4)   UFA -- (United Fire Authority) Royce Haakenson – May 11th - Bike Rodeo at

            The parking lot south of the Fitness Center, bike helmets will be given out to the

            children.   It deals with Safe Kids, UPD (licensing of bicycles), fun, activities and

            snacks.

 

      The Chair Paula Larsen has chosen to give an apology to the public for not catching

     the wrong time scheduled for the Easter Egg Hunt before printing or on the web page.  

 

 Committee Reports:   

1)      Councilmember Kent Markus ---KCPA projectTabled to Public meeting.

2)      Community Involvement – Chair Paula Larsen –Information on a table for ‘Taste of Kearns’ and the UPD ‘Open House’.

3)      Councilmember Marlon Brennan ---Public Works – Neighborhood-to-Neighborhood (N-to-N) 22nd May.     We are looking for many volunteers to assist with the clean-up (scout troops, neighbors).    Motion was made to purchase refreshments for the day not to exceed $250.00, by Council members Marlon Brennan/2nd by David Taylor.   Motioned passed (5) yes,(1) abs

4)      Councilmember Kevin Lundy ---Planning/Zoning –

a)        SLCo ordinance – drinking water source protection – project # 24785

b)        Change of use for building at address 4115 Sam blvd. - across from Jr. High school.    They want to put a 24 hr. ‘Child care center’.   Council has concerns about it being extremely close to and club/restaurant that serves alcohol, (security, and encroachment).   Further discussion needed next mtg...

5)       Councilmember David Taylor --- brought revised budget from the workshop, for council approval/acceptance.   There were no objections.

 

Unfinished Business:

1)         Float – Gines Auto will access maintenance but needs access to Pipe & Tubing area.   Councilmember Kevin Lundy stated he has not contacted owner for those items and will do.    The theme and further discussion is Tabled to Executive meeting.

2)        Councilmember brought forth a letter from Pam Todd (see attachment 1), concerning the Viet Nam monument and how additional names are selected and put on the plaque.     It was brought forth to clear the air on whom is over the care of, whom can and how changes are done to the monument.   A good discussion from many members of the council and the public, American Legion post members (Fred Mason, Tom Blochovich, and Rex Bass), Helen James.   Councilmember Taylor relayed phone message from Representative Eric Hutchings, stating the monument is under the custodial/care of the Kearns Community Council.      Motion  (Council members Henderson/ Markus) to have a new plaque (looking exactly like the old one) be made to include the new names to be added and room below for a second plaque for any additional names discovered in the future.     The motion passed (6) yes.       The American Legion has stated they will pay for the new plaque and a new dedication will be held on Memorial Day, 31 May.    Helen James will also be given the old plaque.

3)      Motion and 2nd by Council members Marlon Brennan/ Charles Henderson, to have the meeting extended by an additional fifteen (15) minutes, to 8:15 pm.  Due to the bylaws limiting the public meeting to be completed by 8:00 pm.   The motion passed (5) yes, (1) abs.

4)      Councilmember Kevin Lundy and Chair Paula Larsen said they will go to Colonial Flag to purchase the council American Flags.

5)      Councilmember Kent Markus wanted to discuss the amendment proposed by councilmember Alan Peterson.   But the by-laws states that it will be discussed and voted on thirty (30) days from introduction, which is at this coming executive meeting.

6)      Councilmember Charles Henderson has asked the council if the KCC sound system could be used at the Opening day of the Pony League baseball field.    There were no objections from the council.

 

New Business:  

1)        Andrea Boone – Funds donated for Kearns Youth Council (KYC) was discussed in workshop, needs to have a separate bank account, but the bank needs a copy of the minutes to open the account by KCC for the KYC.  Councilmember David Taylor will look further into this and get the answer.

2)       Motion and 2nd by Council members Kevin Lundy/Alan Peterson to renew (pay)

 the yearly fee to Constant Contact (emails), not to exceed $200.00.    Motion passed (5) yes, (1) abst.

3)      News Letter articles are in and Council Chair Paula Larsen thanks all whom

             submitted.

4)      Council Chair Paula Larsen reminding the council that the New Pilgrim Baptist

 Church is holding and open house at the Little America Hotel this Friday, 9th at 6:30 pm.

5)       Council member/Treasure David Taylor also reminded the Chair and council of the meeting scheduled with the new bookkeeper for the 1st quarter financial review, is this Saturday.
