Call To Order---Kevin Lundy, Chairman
Pledge Of Allegiance---Sean Miller, Boy Scout Troop 1435
Swearing In Of Appointed Council Member---Vice-Chairman/Secretary Paula Larsen administered the Oath of Office to David Taylor for the open at large seat.
Roll Call Of Members---Eight members in attendance, one excused. As listed.
Minutes---Executive minutes for 3/17/2009 were approved as read.
Citizen Input---Andrea Boone stated she is still the Red Cross representative for Kearns.
Public Reports---Chairman---Council recognized and applauded Boy Scout Troop 1686 for their eagle project of bus benches. They have installed 9 benches along 5400 South at various bus stops. These young men will be receiving their Eagle in May 09. County Report---Megan reported that the CMP (Community Mobilization Partnership) program is set to connect youth and adults with community resources. Kearns is the pilot program for this and the county hopes to expand it. She needs input back to her by 4/24/2009 on the proposed graffiti ordinance she sent out. Neighbor To Neighbor Clean Up program will be 5/11 through 5/16 in Kearns. Marlon will be point person from council. Spencer Brimley from the county redevelopment agency introduces himself and stated he would like to open dialogue on the viable opportunities in the Kearns community for re-development. The previous RDA in the warehouse area “has ended”. Westside Rep.---Greg reported 5600 West corridor study going on. Looking at reversible lanes. Sheriff---Deputy Mike Lee thanked the council and Miss Kearns for their help with the American League Baseball clean up. Stated they are pushing to set up neighborhood watch programs. Recognized the Park Wood neighborhood watch as the only active watch going, and doing extremely well. They will be starting another one in the Bacchus area with Chrystal Butterfield heading that one up. Working with the PTSA and KCPA on a safe passage program. Helping youth get to school safely.
Committee Reports---Community Involvement---Paula introduced the new Miss Kearns and Little Miss Kearns Royalty for 2009. Would like information, questions, etc… from council members for survey. Would like to hand out survey at Taste Of Kearns. Public Works—Marlon reported 5600 West project to begin late April 09. Parks & Rec—Dave stated the county is re-organizing and re-structuring Parks & Rec dept.
Unfinished Business---Kearns Rugby Team—Kelly Fitismanu gave update on his request for funds. Stated Utah Rugby Union will provide the portable goal posts for $700.00 total. Would like to amend his request to such. ***Motion by Paula to fund $800.00 to the Rugby team for the goal posts. Municipal Projects—Greg gave council letters he drafted regarding parks and rec he would like to turn into county on our behalf. ***Motion by Paula to accept as written with one addition. To add into letter additional lighting in the loder park area. 2nd by Brett. Vote-7 yes, 0 no. Motion passed. Workshop—Date set for 4/18/09 at 1:00 PM. Paula will find place for workshop and let members know by email.
8:00 PM---***Motion by Brett to extend public meeting to 8:20 PM. 2nd by Kent. Vote-6 yes, 0 no. Motion passed.
Continuation of Unfinished Business---County Emergency Services—Jeff Graviet introduced himself as representative from SL County. Gave report on what they are putting in place. You can reach him at 910-9900 or jgraviet@slco.org. Recycle Dumpster at KJHS---Tabled. Will have Kathy contact person at KJHS to come and give council report.
New Business---Kearns Little League Football---Jason Wilcox gave presentation on what league is about and gave council special request funds for league for council review. Taste Of Kearns---Royce Gibson handed in special funds request for council review. New Daycare Business---Request has been withdrawn. ChamberWest---Pres. Alan Anderson and Jeff Haaga gave council presentation on new booklet they want to publish for Kearns & Taylorsville. Chamber has contracted with publisher Jeff Haaga. Chamber would like council input on their booklet which will be called the Kearns View. Jeff would like to interview the council.
