 ***Motion by Councilman Markus to have Councilwoman Larsen act as secretary pro tem.  2nd was given.  8 yes 0 no, motion passed.

 

Roll Call Of Members---Nine members in attendance, as listed.

 

Minutes---Minutes for 7/7/09 and 8/4/09 were approved as read and corrected.  Minutes for 8/18/09 were approved as read.  

 

Citizen Input---Ruby Martinez, 5321 S. 5420 W., Kearns, stated KCC financial reports are not posted on website.  Caroline Miya, Kearns, gave report of her help in assisting those who loose loved ones to a crime and/or become victims themselves.  She is advocating to find the people responsible and stop criminals from suing their victims.

   

Public Reports---Mayors Office---Bev Uipi thanked KCC for the ribbon cutting ceremony that just took place regarding the 5600 West wall.  She stated that the vinyl wall along 5400 S. will be taken down.  UDOT will be putting up a new wall similar to the one on 5600 W.  Bev reports the Mayor will be having a Kearns Town Hall meeting on 9/23/09 at 7:00 PM at the Utah Olympic Oval World Record Lounge and that the county still needs the completed paperwork from their EVC, deadline has passed.    Westside Representative—Greg Schulz reported some sport franchises are contacting community councils to have a community night with their organization.  This is for profit only to the organization.  Councilwoman Larsen asked what the benefit to the community was.  Greg stated the community gains press only and a way to celebrate the community.  Greg will get further information and pass onto council.  Trees---Councilman Taylor asked about the tree project with Rocky Mt. Power.  Greg reported that Rocky Mt. Power is in the process of securing the trees and should have approx. 10 by Septembers end, ready to plant the first of October. 

 

Committee Reports--- Community Involvement---Councilwoman Larsen reported that the Kearns Hometown Days Parade and Kearns Hometown Night was a great success.  Thanked the council and everyone that took part in the events for all their support and hard work.  She reported that both events came in under budget with balances left of $1769.21 from hometown night and $325.16 from parade.  Councilwoman Larsen suggested that flags be purchased for the 9-11 & Kearns Veterans Park as well as other projects.  Council agreed.  Parks & Rec---Walt Gilmore, Salt Lake County, bids for Oquirrh Park improvements were opened on 8/5/09 and the construction bid was awarded to Cracar Construction Company.  Walt stated they have done work for the county before and want to work with the community as well.  “They have already begun moving earth”.  Skate park---Walt reported that bids were opened on 8/12/09 for the skate park and the first four low bids did not meet the approval of the county so they are looking at the fifth low bid now which is also Cracar Construction Company.  He feels Cracar will be given the project and that having one contractor to do both projects would be good.  There will be a pre-construction meeting on 9/10/09, 1:00 PM, at the Utah Olympic Oval World Record Lounge.  Ground breaking could be approx. the end of September and project that the skate park will be open for skating approx. May-June 2010.  Treasurer Report---Councilman Helsten gave to date financial report for members to review.  Attached.  Health & Welfare---Andrea Boone gave her report from the KCC Health Fair to council members for review.  Attached. 

 

Unfinished Business---KCMP Funds Request---Alex Wiles stated that they have been able to obtain additional matching funds.  Some of the additional sponsors are Paradise Bakery, Power Tech Food, JLD Development, Cinergy Women’s Magazine for media assistant.  ***Motion by Councilwoman Larsen to approve $1000.00 for the teen training seminar.  2nd by Councilwoman Larrabee.  6 yes 0 no, motion passed.  Float Maintenance---No change.  St. Francis Church---Father Moriarity, Ray Bertoli-Architech, school principal, and landscaper Eric Langvardt 505-8090, were present.  They gave presentation of what changes will take place regarding parking, landscaping, and improvements to the St. Francis church area.  Their issue will go before the Kearns Planning and Zoning Commission on 9/2/09.  The KCC said they would work with Father Moriarity to draft a letter to the diocese in support of working towards a solution to the parking problem at the church.  Father Moriarity said he will work with the KCC as well.  Emergency Volunteer Coord.---Tabled to 9/15/09 meeting. 

 

8:00 PM---***Motion by Councilman Brennan to extend the public meeting till 8:20 PM.  2nd by Kent.  8 yes, 0 no, motion passed.

 

New Business---Partners For Health-Kurt Micka---Not available, tables.  Special Funds Requests---David Young, Kearns Recreation Center, presented a special funds request of $800.00 for their Halloween Carnival.  Councilwoman Larsen declared conflict of interest in this issue.  Matching funds and sponsors are KOPFC, Salt Lake County Sheriff, Kearns Recreation Advisory Board, & Lions Club.  Public is encouraged to bring in food donations which will go towards their food drive.  David also reported that improvements have begun from the ZAP funds awarded them.  Remodeling has begun by putting in a drive through drop off by front door.  They will also be putting in new play area and play equipment.  FOC---Councilman Henderson stated that the treasurer needs to set a date for the next meeting.
