Chairman Lundy asked Councilwoman Larsen to act as secretary pro tem. No objections.
Roll Call Of Members---Nine members in attendance, as listed.
Minutes---Minutes for 9/15/2009 were approved as read and corrected.
Citizen Input---Shayla Thompson, Student Body President KHS, announced that the high school dance company will be hosting a benefit concert with Cyprus and Granger High Schools on 10/20/2009 6:00 PM at KHS. This will benefit a family in Kearns with severe medical issues. Caroline Miya, Kearns, gave report of her help in assisting those who become victims or crime and violence. Angela Linford, UDOT, reported there will be an open house for public input regarding UDOT putting in continuous flow intersections at Bangerter Highway at 4700 South and 5400 South. Also flex lanes 5400 south flex lanes from Redwood Road to Bangerter Highway. Open house will be at Taylorsville City Hall Council Chambers at 5:00 PM-7:00 PM. Denise Taylor, Kearns, stated there will be a conference held by the Utah Council For Crime Prevention on October 28-31 at the Utah Cultural Celebration Center.
Public Reports---Partners For Health---Kurt Micka presented information regarding their clinic in Magna. This clinic serves the Magna, Kearns, & West Jordan area. They provide medical services to those with no insurance or low income families. They offer a wide variety of services at little or no cost. On 10/14/09 they will have their mobile unit at Kearns Jr. High School. KCC Chairman Remarks---Chairman Lundy addressed council members with a reminder that there needs to be a positive decorum between all council members as well as to the public. He reminded everyone “We are all volunteers and have many things both personal and public we are juggling”. He told members that information that is sent among council members only should not be sent out to the public until such information is approved by council. Ie: Discussions, minutes, etc… Once council approved then can go to the public and becomes public record. Councilman Taylor stated that he has received an email from a concerned citizen in Kearns stating that they were aware of council information that had been sent out to someone in the public, regarding the ground breaking for the Kearns Skate Park, that was not approved by council nor did the council know it was sent. Chairman Lundy stated this issue will be discussed further in a council workshop. Mayors Office---Megan thanked the council for their help with the Mayors Town Hall meeting that just took place. She stated that she has a “friendly reminder letter” from the Mayor to the council addressing citizens concerns he has heard regarding the late posting of KCC agendas and financials. She stated that she is aware that in our most recent meetings she has heard the council discussing this issue and taking action on it. There will be an emergency coordinator (EVC) meeting for our EVC on 10/29/2009 with Salt Lake County Emergency Preparedness Team and Unified Fire Authority. Invitations have been sent to our EVC, Al Britton and Andrea Boone. Al and Andrea both verified they have received the invitation and will be attending. Al stated he has completed the EVC paperwork sent to him from the county, and faxed back to the county. Andrea stated she did not have the paperwork yet. Al will forward EVC paperwork to her for her to complete and return to the county. After School Program---Kelly Riding reported that the after school program at KJHS is thriving and expanding. They have been able to obtain some grants for assistance which is allowing them to expand some programs. Ann Schmidt reported that they have received a grant from the United Way to develop a Community Learning Center and they will be having their grand opening on 10/8/2009 from 6:00 PM—8:00 PM at KJHS. Westside Representative—Greg Schulz reported there will be a Westside Transportation meeting on 10/27/2009 at 5:30 PM at the Magna Chamber building located at 9145 West 2700 South, Magna. Sheriff---Deputy Mike Lee stated they have served over 1 million dollars in warrants. Officer Melton at KHS has started a Kearns Cougar Watch. Need adult volunteers to be at KHS to monitor hallways, grounds, etc… during school hours to be the eyes and ears of problems occurring at the school. Deputy Lee reported they are working hard to clean up the graffiti and if any is seen by residents they want them to call the sheriff so they can identify it.
Committee Reports---Treasurer---With permission from Treasurer Helsten, Chairman Lundy gave report. Gave council members report to review and stated this is not a final audit because there are still outstanding checks, reimbursements, etc… that are in process. This report is a breakdown of budget and what has been spent so far. No objections. Councilman Hendersen stated that a FOC meeting still needs to be set for 2nd and 3rd quarter financials. Chairman Lundy agreed and stated a target date of 10/22/2009 would work for him. He and Councilman Henderson will works towards that date. Parks & Rec---Councilman Taylor reported on progress of re-model at Kearns Recreation Center. He stated that he would be using a portion of his budget to purchase benches for Mt. Man and Loder Park. No council objections. He also presented to council that a group of citizens have formed to try and facilitate sooner a neighborhood park in their area that is already on the future Kearns Master Plan. This group has met with Salt Lake County briefly, along with Brent Sheets from KOPFC Special Service District, to see if this is even something could possibly be done. They have both responded positively. Councilman Taylor stated this is very conceptual and at this time he is presenting it to the council as chair of the KCC Parks & Rec Committee. Councilwoman Larrabee stated she was concerned that these people did not come to the council first before going to the county. Councilwoman Larrabee stated that if people just go to the county with their desires, concerns, etc… then why would we need a council. They should come to the council first and let the council be their voice to the county. Councilman Taylor stated he is now presenting it to the council.
Unfinished Business---Float---Councilman Brennan stated that all council members need to help strip down float so that if any repairs need to be made they can be and also prepare it for next year. Chairman Lundy stated he still has not head back from Dave Anderson, Pipe & Tube, so we can gain access. He has tried to contact him several times. St. Francis Church Parking---Councilman Henderson reported that he and Councilwoman Larsen have been communicating by email regarding the request for council to issue a letter to the Catholic Diocese about the possibility of having them have more Spanish mass’s held in other locations as well as in Kearns, thus alleviating some of the parking problems. He stated that both he and Councilwoman Larsen feel it is not the position of the council to tell any religious organization when and where to hold their services. Councilman Henderson stated he feels like we still need to let the Catholic Diocese know the citizens of our community have come to the council asking for help regarding the parking problem. Councilman Peterson suggested the council write a letter to the fire marshal addressing the occupancy question of possible over crowding during the services at St. Francis. Vouchers---Councilman Brennan stated he has the vouchers for people to have to take free loads to the landfill. Green vouchers are for green material and blue vouchers are for bulk material. Valid from 10-15-09 to 11-14-09 and are for Kearns residents only, no business’s.
8:00 PM---***Motion by Councilwoman Larsen to extend the public meeting till 8:20 PM. 2nd by Marlon. 7 yes, 0 no, motion passed.
New Business---Funding Requests---Councilwoman Larsen presented a special requests form, per council request, for an additional $200.00 to be given to Kearns Recreation Center for the
Halloween Carnival. She again declared a conflict of interest on this issue and would not be voting. ***Motion by Councilman Henderson to suspend the ruling of presenting funds requests in one meeting and voting at next meeting for this issue and approve and pay the additional $200.00. 2nd by Marlon. 6 yes, 0 no, motion passed. Georgia Smith, Learning For Life, presented a funds request form for $1000.00 and gave presentation on what the Learning For
Life program is. Right now they have this program in Beehive and Western Hills elementary. Were in more schools last year, but budget cuts made this program cut back as well. This program teaches life skills, literacy, ethics training, etc… There is no charge to the children and no child is turned away. Denise Taylor, Learning For Life, also added to presentation. Councilman Taylor declared conflict of interest on this issue and will not be voting. This request will be voted on by council at 10-20-09 meeting.
