***Public meeting was moved last minute from the Kearns Library Auditorium to Kearns Oquirrh Park Fitness Center Tennis Building do to scheduling conflict at the library. Notice was sent out to public regarding this change.***

Call To Order---Kevin Lundy, Chairman
Pledge Of Allegiance---None, no flag available.
***Motion by Councilman Markus for Councilwoman Larsen to act as secretary pro tem. 2nd by Councilman Taylor. 4 yes, 0 no. Motion passed.
Roll Call Of Members---Five members in attendance, as listed, when meeting was called to order. No quorum available, therefore no business was conducted till a quorum became available.
Citizen Input---Chuck McDowell, 11811 S. 3200 W. Riverton, Utah, presented a final financial report and receipts to the council for the Kearns American League Baseball Field door replacement project. Chuck stated that there was $138.78 over the approved $1000.00 from the council that was spent. He said that Senator Karen Mayne stated she will be paying the amount the project went over. Roger Snow, 5977 S. Park Wood Dr, Kearns, Utah, stated that a new neighborhood watch group in the Western Hills area will be starting up. He and Deputy Mike Lee, SL County Sheriff, will be providing a training seminar for them on 11-12-09 in the auditorium of the Kearns Library at 7:00 PM. Contact for this group is Nate Faurschou. Ruby Martinez, 5321 S. 5420 W., Kearns, Utah, stated agendas should be out earlier and the financials still are not posted on KCC website. Chairman Lundy reminded the public that the agendas are posted correctly per KCC bylaws and that the financials are being worked on and will be posted shortly. Ruby also asked the council to consider financial campaign disclosures.
Quorum became available at 6:50 PM
Minutes---Executive minutes for 10-20-09 and workshop minutes for 10-24-09 were read and approved as corrected.
Public Reports---SL County Economic Development---Randy Jepperson gave presentation on CDBG & RD funds that could be available from the county. He stated these are awarded by “needs of assessment”. There is a survey on the county website that he encouraged people to take showing what they would like to see happen with these funds in Kearns. Mayors Office---Megan thanked the council, Kearns Recreation Center, and the community for the great Halloween carnival that just took place. Thanked the council for hosting the Mayors town meeting as well. She stated that the county had a very successful emergency volunteer coordinators meeting and are off to a good start. She stated that the EVC for Kearns, Al Britton & Andrea Boone, were both in attendance for this. Code enforcement officers are Bryan Beck (full time) and Steve Semerzy (part time). Health Study---Leon Hammond from the University of Utah gave a presentation on their study combating obesity in children and youth. At this time they are working with a Westside community on this program. They would like the Kearns community to be the first control community for one year and then become the 2nd community to be part of the program. ***Motion by Councilwoman Larsen to participate in this program. 2nd by councilwoman Larrabee. 5 yes, 0 no. Motion passed. Westside Representative---Greg Schulz stated the ChamberWest directory is now out. He stated at the latest transportation meeting Senator Karen Mayne stated she was working on getting additional funds for the wall project on 5600 West to complete the project. Salt Lake County Sheriff---Deputy Mike Lee stated their “Clean Streets Program” was very successful. They were able to bring in 96 outstanding warrants this last month. He reminded the public to keep cars off the streets during the winter months, Nov 1st through approx. March/April when there is one inch or more of snow on the roads or while it is snowing.
Committee Reports---Treasurer---Chairman Lundy stated there will be a FOC meeting on 11-13-09 at 6:00 PM. Place to be announced. Community Involvement---Councilwoman Larsen stated that per previous email that went out to council members the Utah Olympic Oval and Utah Athletic Foundation is willing to partner with the KCC for the upcoming Speedskating World Cup December 11th--13th . The council will pay $5000.00 for this and in return the entire community of Kearns will be able to attend this event for free admission. She also stated that Salt Lake County has already given their OK to KCC to use special projects funds for this event. Per Chairman Lundy the KCC does have these funds available. ***Motion by Councilwoman Larsen to take $5000.00 of KCC special funds to partner on this event thus having all Kearns residents, business, and schools to be able to attend the event for free admission. Councilwoman Larsen did excuse herself from the vote declaring conflict of interest. 2nd by Councilman Markus. 5 yes, 0 no. Motion passed.
8:00 PM---***Motion by Councilman Brett Helsten to extend public meeting till 8:30 PM. 2nd by Councilwoman Larrabee. 6 yes, 0 no. Motion passed.
Pins---Councilwoman Larsen passed sample pins to council member to review and get their input on what pins would like to be purchased. Prices range from approx. $2.00--$3.00 per pin depending on size and style. Members reviewed. Will vote on at 11-17-09 meeting. Magnets---Councilwoman Larrabee presented prices and sample of what magnets the council could get. Cheapest quote she was able to get was from Sharper Image, local company, was 55 cents per magnet with $775.00 for shipping for 10,000 magnets. Will vote on at 11-17-09 meeting. Holiday Festival---Councilwoman Larrabee stated the festival is on schedule and free to the public. It will be from 5:30 PM—10:00 PM. Free ice skating, rental of skates $2.00, pictures with Mr. & Mrs. Santa, and many more activities. She stated she would like all the council members to attend and mix and mingle with public.
Unfinished Business---St. Francis---Nothing new to report. Vouchers---Councilman Larsen stated there are still landfill vouchers available from Marlon Brennan. Council Supplies---Councilman Helsten stated he could get copy paper for approx. $22.00-$25.00 a case. Company he spoke with said they would deliver and set KCC up on an account.
New Business---Funding Requests---Councilwoman Larsen presented a special requests form, from Kearns Recreation Center in the amount of $750.00 for their annual Holiday Food Boxes. This is provided to Kearns residents only that are in need of help for food. Kearns Rec Director David Young was available for questions and gave a short presentation. Members will review and vote on at 11-17-09 meeting. Chairman Lundy stated the council has an abundance of soda pop and water left over from their events and asked council if there were any objections to donating this to the recreation center as well to use in their food boxes. No objections from council. Recreation Center would love to have it.
